Regulatory body within the medical sector requires an experienced Project/Programme Manager for a short term contract of between 1 and 3 months.

The post holder will help develop and implement the proposals set out in the recent Government White Paper on the regulation of health professionals (Trust, Assurance and Safety – The Regulation of Health Professionals in the 21st Century). 
The post holder will possess strong project management skills and be responsible for delivering projects, and providing support to policy development.

Responsibilities:

Managing projects and pilots to agreed timescales and budgets. 
To ensure effective project management throughout the various stages of the policy development cycle. 
To contribute to discussions about, and provide advice in relation to, assigned projects.
To support the development, production and presentation of policy relating to a number of areas the department.
To prepare regular feedback reports on the work of assigned projects to the project board.
To develop contacts, and to co-operate, with other organisations.


Project delivery

The primary objective of the post holder will be to manage projects and pilots to agreed timescales and budgets, ensuring that the principles of PRINCE 2 are applied.
This will require working with  members, senior staff and external stakeholders in order to co ordinate the delivery of key objectives across the organisation.You will be expected to help support and develop a collaborative approach by developing constructive relationships with key individuals and teams across the organisation.

Key skills:

A recent and successful track record in a relevant project management or implementation role is essential. 
Proven effectiveness in the field of regulation and policy development is desirable (but not essential).
Excellent project and/or programme management skills, together with demonstrable experience of having contributed to a complex programme of work.
The intellectual and analytical skills to understand the complex issues around medical regulation, coupled with the ability to think strategically and to generate creative and practical solutions.
An understanding of the legislative framework and the political environment.

Excellent written communication skills. The post holder must be able to set out arguments on complex issues clearly and succinctly for a range of internal and external audiences, and must be able to draft documents accurately and quickly.
Excellent oral communications skills. The post holder must have the confidence to give presentations to senior audiences, and to explain and justify approaches to projects and pilots in a fluent and persuasive manner. Formal line management experience is desirable, but of greater importance is the ability to lead and manage projects. 
A proven ability to deliver successful outcomes against tight timetables and finite resources. 
A clear ability to contribute to the quality assurance of systems, policy and procedures, providing improvements where necessary.
